Paul Williams

Paul Williams - Director

B A (Hons), MTP, MRTPI

Paul has over twenty years' experience as a town planner. Prior to planning consultancy he was Regional Planning Manager for Persimmon Homes, having previously worked in development control and planning policy for local government.

He obtained a Master of Town Planning from Manchester University, after a first degree from London School of Economics.

Paul is leading the Grand Central redevelopment project on behalf of Targetfollow and is acting for housebuilders including , Persimmon, McInerney Homes and Miller.

When not engrossed in the latest planning policy guidance, Paul can be seen seeking the blessings of goddesses in Calcutta or browsing at west African voodoo fetish markets.

Leon Armstrong

Leon Armstrong - Senior Planning Consultant

BA (Hons), Dip. TP, MRTPI

Leon became a planning consultant on graduation from Liverpool John Moores University in 2003 and has been with Mosaic Town Planning since 2007. He became Senior Planning Consultant in 2009.

He has focussed on analysis of housing land supply and site identification, together with social housing and regeneration. Leon manages our development plan monitoring service and has submitted representations to a number of policy consultations on behalf of clients.

Leon moonlights as the highly successful manager of an oddly named 5 a side football team, and alternates between supporting Tranmere Rovers or Liverpool, according to which of the two has most recently won a match.

Dan Whitney

Daniel Whitney - Planning Consultant

BSc (Hons), MA

After spending time with Mosaic on work experience, Daniel joined us full time as Graduate Planner after obtaining a Masters degree in Town and Regional Planning from the University of Sheffield. He was promoted to Planning Consultant in 2010.

Having completed his dissertation on the Housing Market Renewal programme, Daniel has rapidly become a valuable member of the team, gaining particular experience in affordable housing, waste to energy facilities and community care.

Daniel is much more interesting than his love of cricket and snooker might imply, and has by far the best accent in the office.
