Paul Williams

Paul Williams - Director

B A (Hons), MTP, MRTPI

Paul has nineteen years' experience as a town planner. Prior to planning consultancy he was Regional Planning Manager for Persimmon Homes, having previously worked in development control and planning policy for local government.

He obtained a Master of Town Planning from Manchester University, after a first degree from London School of Economics.

Paul is leading the Grand Central redevelopment project on behalf of Targetfollow and is acting for major housebuilders including Barratt, Persimmon and Miller.

When not engrossed in the latest planning policy guidance, Paul can be seen seeking the blessings of goddesses in Calcutta or browsing at west African voodoo fetish markets.

Rebecca Ford

Rebecca Ford - Senior Planner

MA, MRTPI

Rebecca has been in planning consultancy since leaving Manchester University in 2002. She joined Mosaic Town Planning in 2007.

She has specialised in appraising brownfield development opportunities and rural diversification schemes, and is responsible for our project to enhance care facilities at the Parkhaven Trust.

A lover of raw peas, Rebecca is a notoriously impatient driver who has been known to overtake clients on the M60 with a disarming smile.

Leon Armstrong

Leon Armstrong - Planner

BA (Hons), Dip. TP, MRTPI

Leon became a planning consultant on graduation from Liverpool John Moores University in 2003 and has been with Mosaic Town Planning since 2007.

He has focussed on analysis of housing land supply and site identification, together with representations to development plans and assessing major projects for Targetfollow.

Leon moonlights as the highly successful manager of an oddly named 5 a side football team, and alternates between supporting Tranmere Rovers or Liverpool, according to which of the two has most recently won a match.
